In Ultimate Origins (2008) #1, we learn about the conspiracies in the Ultimate Universe. At the start of the issue, we learn of the origins of the Super-Soldier Serum. To begin, Bruce Banner tells Spider-Man a secret. In fact, the Super-Soldier and Weapon X programs are all connected. However, General Thaddeus Ross and the U.S. Army are hunting down Banner. When Ross storms in, Banner Hulks out. Then, he escapes with the Army in hot pursuit. Fast backward in time, we meet Corporal James Howlett, Nick Fury and Private Fisk. During WWII, the trio is attempting to loot a house in Sicily.

The American Military Police arrives and arrests them. Without due process, they lock Fury at an unknown location. At the prison, there are other black men. There, Dr. Abraham Erskine, the lead on Project Rebirth, meets him. Against his will, Erskine enrolls Fury into the program. Sinisterly, he is Subject 22. Immediately, the army personnel straps Fury to a chair. Then, he is injected with the Super-Soldier Serum. Incredibly, the Super-Soldier experiment succeeds. Amazingly, Fury develops superhuman abilities. Heroically, the Super-Soldier busts out of his restraints and frees the prisoners.

For his part, Canadian paratrooper Howlett was enrolled into the Weapon X program. In 1943, in Alberta, Canada, Dr. Abraham Cornelius successfully created the first mutant. In fact, Howlett was dubbed Mutant Zero. On awakening, James’ animality rose and he attempted to escape. Reaching the top of the snowy mountain, he was shot in the head. Amazingly, he survived as his wounds healed. Later, they brought him back to base. In fact, it was in response to the development of the Super-Soldier Serum. After, Canada created its own variants.

Indeed, Dr. Cornelius discovered the mutant gene. Incredibly, the Weapon X program managed to activate the mutant gene. Hence, Mutant Zero would develop super powers. Intently, they planned on spreading the gene creating the mutant race. In the 2000s, Weapon X became a counter-terrorism subdivision of S.H.I.E.L.D. Tragically, mutants were captured and sent on missions. Effectively, mutants were considered Super-Soldiers by governments. In fact, they participated to fight wars across the world. Particularly, the Super-Soldier vs mutant war erupted in Ultimate War (2003).
